This paper frames Europe’s electrification as a question of governance, asking who grid capacity is for, how its costs are distributed, and whether it stays anchored in renewables. The paper is intended for policymakers, officials and civil society engaged in EU energy and climate governance, particularly around the Irish Presidency and the electrification agenda. It aims to set out a public-interest framework for assessing electrification policy, and to translate that framework into concrete asks for the Presidency’s term.
