The EU’s revised Energy Performance of Buildings Directive aims to achieve climate neutrality within the built environment sector by 2050 to ensure emissions reductions in alignment with the European Green Deal. The Directive requires member states, including Ireland, to increase retrofitting and to regulate the embodied carbon of buildings for the first time. It stipulates that measures must focus on supporting vulnerable households and encourages the adoption of safeguards for tenants such as rent supports and caps. The transposition of the Directive, therefore, provides a unique opportunity to ensure adequate and affordable homes for all.
